You raise an interesting point. Lockyer says that this amendment will have unknown costs to the state, but does not look at the potential benefits. First, there is the cash raised for the permit issuance process. Then, there is economic activity generated by requiring shooting practice and test-taking. And, there will be lower costs for processing/prosecuting/jailing misdemeanor arrests for carrying without a permit. This will also benefit society at large, as the police will be able to focus more of their efforts on violent crime. And, all statistics show that an equal CCW rights law in CA would lower crime rates substantially, further benefiting California.

It reminds me of the state's complaint that it costs $50,000 to $75,000 a year to house an inmate. They neglect to say that it costs victims much more than that if they don't lock them up.
