Everybody cooperated in creating safe districts by putting all the democrat voters in certain districts, and all the republican voters in others.

Perhaps there was some cooperation, but I doubt it was the intention of the partisan Democrat Georgia legislature to wind up with 8 Republicans and 3 Democrats (all black).

Doubt their partisanship? Or truly believe in cooperation? Well, just look at the partisan, racist gerrymander they've come up with THIS time around!

IIRC, back in 1991 Newt Gingrich (who at the time was the ONLY Republican in the GA delegation) was shrewd enough to throw the GOP weight (such as it was) behind the interpretation of the so-called "Voting Rights Act" that appeared to mandate a certain number of minority districts.

Newt knew what the longer-range outcome would be - and he sure was right - while the partisan racists figured the delegation would be 10-1 forever. Like the rest of the loony left, they were 100% blindsided by 1994.

Fast forward to 2002, and the libs have learned their lesson in Georgia, coming up with the most hideous plan yet seen in this round of redistricting (it's this round's "Texas"), while here in Pennsylvania a couple of liberal scumbag judges want to scrap the Republican plan because population counts in the new districts vary by as much as 19 entire persons (or about .001 of a percent). Or so they claim - the real reason, of course, is that we don't dare implement a plan that hurts the commies.
