According to the MAD theory, no nation would resort to using nuclear weapons since its own destruction by the country it was attacking would also be assured.

I wonder if that is true. I suppose that taking out D.C. when Congress is in session would take out the top of the government. But I wonder just what would happen in that scenario. I can't believe that planning has not been done for the country to survive a nuclear hit, especially if only New York and D.C. are taken out.
