In some counties the local DoD installations provide part of the funding. If so, they may have a clause in their contract with the county re use of non-US subcontractors. Might be true at the state level too?

No Air Force officials have been present at any of the meetings I have covered over this matter. The initial state briefing was just last week and they really seem to want to fast track this project through and get started. I know just who to ask about this, though.
