Why is grey-out Davis making this announcement, not the Feds? Is he grandstanding, or looking for Federal hand-out money? Great question!!!! My guess is it's all about votes for his next gubernatorial election. He wants his constituents to forget about his GRAYOUT Davis electricity policies. Do you agreee!!!!
And he hopes that HE will be the GREAT SAVIOR in thwarting the events (the feds - who are they?)
