I'm thinking that the very possession of one of these weapons by a fundamentalist Islamic group could be the spur for a drive towards terrorist activities. "Allah has given us this bomb--how does he want us to use it?" It's sort of like giving a depressed, chronically-teased teenage male who watches gory movies and plays gory videogames, and his misfit buddy who takes antidepressents, unrestricted access to firearms...what comes first, the chicken or the egg?
