Start with eliminating unconstitutional bureaus.
(Aeeeeeeteeeeef, EPA excepting multi - state projects, education (a highly remunerative WPA for unemployed educraps), and several of the essentially redundant security whence like teeeessssaaa). Shutter the bureaus that are ridden by corruption (effffbeeeaye, etc).
Chop most legit bureaus by at least 20 percent (allowing for exceptions in a proven needs basis).

We may not like them but they are not unconstitutional if Congress voted to approve them. Be careful what you wish for because if you are looking to axe anything not originally Constitutionally mentioned, then unless you are a hypocrite, you would have to get rid of things like the Border Patrol which is mentioned nowhere in the Constitution and did not even exist until 1924.
