I guess, the author is trying to convey that there is a sizable Republican minority in the state (~40%), yet with practically no representation.
Looking at the map, one can imagine that some more equitable redistricting would give Republicans at least two congressional seats in Massachusetts and a lot more that the pitiful representation in the state congress.
But due to district maps created by Dems, there is this sorry state there.
