Who normally controls seating, the host or the attendees? Don't see where the WHCA has a leg to stand on.

I missed the part in the Costitution that says the White House has to provide a "briefing room" to the "Free Press".
Attendance can be whatever the White House deems proper, including seating arrangements. If you don't like it, don't show up.
