That is a major clue.

Most ICE folks just do the mission on command.

“Judicial warrant” language suggests someone who hangs around court-houses.

That always works, but only if you know or strongly suspect who the leaker happens to be and can give him the mis-direct.

The intelligence community often makes different versions of documents with a different spelling error or other "tell" in each. Leakers or those to whom the leak is directed usually pass that tell on. The published work identifies the source.
