What purpose was being served by this?

To humiliate Biden further? Is it the regime’s way of letting everyone who didn’t already realize that Joe isn’t in charge of anything that the “secret” is out in the open and it’s ok to talk about? To let foreign allies and opponents that the US doesn’t have a commander in chief at the moment and that it would be a good time to take advantage of that?
