Kentucky Gov. Andy Beshear (D) defended Vice President Harris’s newly unveiled economic agenda, saying it will help ensure the economy is working properly.
“I do because I’ve been an attorney general, just like the Vice President, I pursued price gouging statutes and their violations when it comes to the price of gas in Kentucky, and we won and ultimately returned millions of dollars to our people. This isn’t about trying to price fix. It’s just making sure that the economy is operating the way it should, that this is really supply and demand, which we all respect,” he said on CBS’s “Face the Nation” on Sunday.

I know nothing of Kentucky politics but I heard that guy is the son of a former governor, and he won election due to the family connection.
Sometimes politics is as much about personality and family connections as about policies. How many Kennedys have been in politics due to residual good feelings people have about the Kennedy family?

No one forces anyone to buy at a price they don’t want to pay. If I feel a price is absurd, I don’t pay it. There are very few things that are extremely essential that you can’t go without.
I found the KY status (KRS 367.374) and there is no definitive rule for price gouging. It's left to the governor's discretion "during times of emergency" with no operational method to define "price gouging". Still, if "millions of dollars" were returned, how was that done (submit your gas receipts?) and how much was actually returned? Plus, how much cost went into processing those claims and sending out refunds? I cannot find those numbers. If it was as high as $35 million (and I doubt that it was close to that or there would be a record of it), that means each driver in KY got $10 back. Other drivers "just passing through" the state (truckers, vacationers) were also gouged by KY, but they got no relief.
Harris has no workable measure for "price gouging". With an average profit margin in grocery stores being between 1-3%, it is Biden's energy policies that are the most responsible for high food prices. Distillate fuels are used in fertilizers, diesel to run tractors, and trucks to distribute the food. By killing the Keystone Pipeline on his first day in office, Biden set in motion a chain reaction that ultimately showed up on America's dinner table. You can thank Harris and Biden for the increase in BOTH food and fuel prices.
Also guardrails is an inaccurate description.
Its more like a killing chute.
