All places to get decent hash browns. Although my favorite its the Hangar Cafe at the Chandler Airport. If you ask, they will put grilled onions on top of your hash browns.

Finely-chopped grilled onion, red and green pepper on hash browns - add butter - oh yea

A little Red Devil or Tabasco and a splash of ketchup

Now America’s Test Kitchen (for whatever that is worth) says to cook the hash browns or fried potatoes first

Cook the onions and peppers separately and then combine them when the cooking is complete - I’m guessing the starch in the potatoes can neutralze some of the flavors if combined too early
