Let me take you back to 1964. Would the head of a government agency charged with protecting the President get away with refusing to testify on the basis that they cannot common on an active investigation that they are conducting on themselves?

I know taking accoutability is like garlic to a vampire in DC and I know that seeking accountability is as taboo as incest to congressfolk, but come on, some things are bigger than the normal BS kabuki dance where congress pretends to care and witnesses pretend to have a legit reason they are forced to refuse to answer questions.

In 1964 they could not call Allen Dulles and J. Edgar Hoover to testify.

Dulles and Hoover were too busy directing the Warren Commission coverup.
