I’ve been asking that very question. How did an untrained amateur, apparently not practiced or trained with that rifle and ammo, think he could make that shot? Especially having to turn his attention to the cop than turn and re-acquire the target, calm down, control breathing and squeeze off a shot?

I guess it’s possible, but I think he’s the shooter as there is a huge difference between a one inch dot at 130 yards and an average man’s head. Even a moron like him could likely get close, cold bore and all.
