As for the source of these funds I think every US Gubmint agency has a huge slush fund.

Since the 2008 most every budget has been by Continuing Resolutions - take every US Department - boost it annually by 10% or so and boom - huge money everywhere including Covid mitigation funds. Sigh.

Now I’ll ask for the totals since say 3/2021 when Slow Joe watched the Ruskie buildup on the border of Ukraine without saying or doing a thing prior to the invasion, BRB.
