Does that mean no one in the Administration has to testify before Congress? So I guess everything that’s done by the Administration is a big secret. We have a secret government.

Gramps Garland, seems to have no knowledge of the laws of this country. That’s one thing , probably not many others, that we can thank Yertle the Turtle Mitch McConnell for not allowing this vial clown to not be brought up for a vote for the USSC.
Cabinet members do not get executive privilege for acting within the boundaries of their offices, including conversations with the President or other Cabinet members.
The President could invoke privilege for discussions with his Chief-of-Staff or personal advisors, and his White House Counsel, but nobody else with perhaps very narrow exceptions.
Also, notice how Garland is moving to give Biden unlimited "Executive Privilege" for his entire administration but President Trump gets no unlimited "immunity" from prosecution for acts undertaken while President. What's the difference?
