The fallacy in your question is that nothing short of war and death can stop the attacks
It wasn’t the question, just that the Obama/Biden diplomatic theory is that money can buy peace, or war, or cultural changes, whatever their goal. They don’t seem to engage in seeking commonality, working out trade deals, etc.
