Texas Governor Greg Abbott issued a full pardon and restoration of rights for Daniel Perry, the former Army sergeant who was found guilty of murder for the fatal shooting of Garrett Foster during a 2020 Black Lives Matter protest while Perry was an Uber driver.
"The Texas Board of Pardons and Paroles conducted an exhaustive review of U.S. Army Sergeant Daniel Perry’s personal history and the facts surrounding the July 2020 incident and recommended a Full Pardon and Restoration of Full Civil Rights of Citizenship," said Abbott in a statement.
"Among the voluminous files reviewed by the Board, they considered information provided by the Travis County District Attorney, the full investigative report on Daniel Perry, plus a review of all the testimony provided at trial. Texas has one of the strongest ‘Stand Your Ground’ laws of self-defense that cannot be nullified by a jury or a progressive District Attorney. I thank the Board for its thorough investigation, and I approve their pardon recommendation."

In this state, the governor cannot give a pardon until the entire board of pardons and paroles has investigated and reviewed the case-all documents, witness statements, etc and agrees with the pardon-so it happened as fast as possible...

The article didn’t mention if he had been in prison prior to his pardon.
Yeah, but there’s not a thing that would’ve stopped Abbott from ramrodding that meeting to happen very quickly. He couldn’t do it unilaterally, but he could’ve used all kinds of pressure to get those people snapped in very much faster. Glad it got done, but the speed didn’t set the world on fire. Glad that man didn’t lose his life in prison in the meantime.

That seems unlikely for a case that originated in a place like Austin which is the SF of Texas-but I’ve never worked directly in the prison/parole system, so that is just an opinion based upon what I’ve observed and been told by relatives who are/were LEOs-have you worked in that system in Texas?

The felony murder rule in Texas is codified in Texas Penal Code § 19.02 (b) (3)123. It states that a person commits murder if he or she “commits or attempts to commit a felony, other than manslaughter, and in the course of and in furtherance of the commission or attempt, or in immediate flight from the commission or attempt, they commits or attempts to commit an act clearly dangerous to human life that causes the death of an individual”13. This means that if the defendant intended to commit another crime that accidentally resulted in someone’s death, it is treated as murder, even if the defendant never intended to kill anyone4.
