So, broadly speaking, there are two separate issues here - the wisdom of withholding arms, and the legality of doing so. According to the Breitbart article, there is a procedure that a President is required to follow if he wants to put a hold on aid that has already been approved by Congress. Reagan followed that procedure and Biden hasn’t.
Big difference between Israel building houses under Reagan and Israel at war under Biden.
