I think this discussion brings us back to the summer of 1932, and the Bonus-Army situation in DC....with the final answer being that DC police could not handle the mess, and the US Army (not the Guard/reserve) were detailed to bully the crowd into leaving.
There’s never been a full accounting of who funded the Bonus Army existence for almost 2 years, or the amount of blame dumped on Hoover for the order.

It is hard for my WWII generation, taught to fear (Stalin's) communism and nuclear conflict, to understand the lure of communism in the '30s and the Great Depression - Woody Guthrie and all of that. Of course FDR's Administration was riddled with communists and in the post WWII era the 'leaking' of nuclear secrets to Stalin's regime. During the war Stalin and Russia were allies of ours.
The same communist sympathy manifested in Britain with the Philby, Burgess and McClean betrayal of the Crown.
