Yes. Under the British Mandate, Jordan was to be the 2nd state in the 2-state solution. But Palestinians moved into Jordan and tried to overthrow the government, so Jordan refused to take any more and put the ones there in refugee camps. The dirty little secret about the Palestinians is that the rest of the Sunni Arab world hates them, while the Iranians, who are Shia, support them.
