Joe's thinking is really screwed up. A panel of judges decision is by-definition lawful -- or at least is presumed to be. His old boss decided to short-circuit the normal process of going to congress and getting them to pass an immigration law to achieve his political ends. Joe is just ticked off that he's now got to pick up the ball and run it thru congress. Cranky old guy shouting at clouds moment.
