Before Biden, I would have put money on being ready 27/7 365 for anything. It's kinda worrying that we would have to "Prepare" for something since we should have been prepared since the 1960's. Has everyone forgotten we are facing Russia, China, N Korea, Pakistan, and Iran, at any moment going nuts? Hell, even today I have to look cross eyed at France or Germany to make sure they're on our side. Why on earth would we be unprepared for any contingency?

Mitt is simply stating the obvious. He knows that every since nuclear weapons were invented our military has prepared plans to respond in case of a nuclear attack. All of those plans were developed without any help from Romney.
