Don’t read too much into this. He is not saying that he won’t have federal mandates for federal people and actions. (Even though those have been limited since early December) He has been stymied in the courts while he tried to impose restrictions on states’ people. And for health purposes, he has never been able to do that and was relying on the follow on of governors to pass on his mandates using state rule to accomplish the same thing. States’ rights per the Constitution. This is how he can pass the blame as this scam is imploding to the states as his and his VP ratings are in the toilet. They’ve figured it has gone as far as it can be used and he is protecting the party by pointing fingers.
If the GOP was smart, the DNC would eat this in the media clear through the 2024 election. But their isn’t a helping of guts among them so don’t hold the breath.

I didn’t know about the technical details, but it seems very obvious to me that this would work against the deep staters.
Most of us remember how Ron Klain said the OSHA thing was a workaround. Then that admission was used to make it clear that what was being attempted Is illegal.
