According to this graphic, almost every state is averaging 50% fully vaccinated people. No state has reached 70% fully vaccinated. Red states do predominantly have lower rates but even places like Illinois and California have less than 60%.
It goes without saying he’s punishing red states for being red states, not because other states are obeying him more.
