In Miami, the probably is no bed rock.
Also, take a look at photos of Liberty Island and Ellis Island in New York harbor. Both sit barely above the water level, and photos taken of them in the late 1800s and early 1900s look exactly the same. The water hasn’t risen one inch.

There is a lot of limestone karst under Florida. I am no geologist but from what I’ve read, excessive groundwater pumping can lead to increased limestone erosion and sinkhole formation.

It is too early to even make a guess on the cause. It was noted on one news broadcast that work was being done on the roof area and a new building was going up across the street from the condo.
Perhaps in the end it will just be a 12story building build on sand.
On Guam it is called “Earthquake Settling” it makes the drains clog because after several years they don’t have enough slope. We had to have the main sewer line re-plumbed when we lived there.
