No exactly, that provision was not enumerated in when revisions for ACT 77 in 2019 and ACT 12 in 2020 were made. ACT 77 also shifted a lot of power to the Executive Branch because of "expediency" which they used to water down the signature checks.
In general, the Legislative Branch foolishly ceases control over to the Executive Branch time and time again which created the "Deep State" in the first place. So "Draining the Swamp" is akin to destroying the legislature and create another Continental Congress or start amending the Constitution six ways to Sundays starting with enumerating the Necessary and Proper clause which is the epicenter in the creation of "The Deep State of Doom" "Swamp" or what ever you want to call it, Administrative Law is the official name.
