I can’t tell anything from that video. It is not ‘clear’ as you say it is.

Ironically, in this other photo of him, I can't help but notice that the head-shape & hairline of the white guy on the right looks a heckuva lot more like the shooter than he does --- 
Like I say ironic because the guy on the right is Steve Scalise, the GOP Congressman whose life David Bailey saved.
The allegedly "shocking" evidence ... which no surprise is the only evidence that this fly-by-night clickbait website offers, is the highly dubious claim that this thing on the right wrist of the shooter --- 
... is one and the same thing as what's seen in several photos of Bailey --- 
Yes, that is *IT*. That is the sum total of their "evidence" to lure you into their clickbait trap (notice you have to click on several links before you actually get to the meat of it .... if you can call it that).
It's the responsibility of this 1-month-old website, and nobody else's job, to back up their claims with convincing evidence. They have definitely not done that.
OTOH, if we're all expected to abide by the ancient rules of Conspiracy Theory, to wit: "I have made this shocking claim and it's up to you to prove me wrong, else I WIN and claim bragging rights - nyah nyah" - then we must submit.
Hey, I will freely admit that I can't definitely prove for certain that the first photo isn't of the Jolly Green Giant, or Nancy Pelosi in a wig. So .... am I allowed to claim either of those as the true identity of the shooter, and under the Marquis of Queensbury Conspiracy Rules, claim I must be right because you can't prove otherwise?

Huh? You don't need a "freeze frame option". You simply need a standard browser whose embedded video-player has the universal pause/play button on it. AND you need a screen large enough so that when it's paused, the widget on the left-to-right scroll-bar that shows the # of seconds can be slowly dragged left or right one frame at a time. I dragged it thru 14 or 15 frames between marks 0:09 and 0:10.
If you've thrown away all your PC's and laptops, and your only option left is a cellphone's micro-screen so that the video plugin isn't even as wide as your thumb, then yes, you're going to have a difficult time moving it a frame at a time with your fingers. If you don't have a reasonable sized screen around with a mouse for a pointer, don't blame me.

I don’t know the answer with certainty either but I assumed everyone entering the Capital had to be part of a scheduled tour or have a pass provided by their representative for themselves or their group, and that they had to pass through security at a newly constructed underground facility called a “visitors cente” constructed a decade ago, built underground and across the street from the capital.
I kept up with this stuff because I worked close by and was present at nearby .gov facilities for all 3 precipitating events that led to the secure visitors center and had to enter through the facility once before I stopped working downtown.
