I’m not certain. Counting tardy votes invites vote fraud which in turn causes citizen vote disenfranchisement by dilution of the one citizen, one vote principle.
All the Republicans need to do is to find a friendly District Judge, anywhere in the US (iow, judge shopping a la the standard liberal judicial activist playbook, but this time, used towards a conservative end).

I think even if you could find one it would be overturned very quickly, as things stand now. Trump and his lawyers will have to come up with something that is illegal or unconstitutional to even just hope for a remedy.
I I expect the count will resume a bit later today. When it’s done would be the time to point out any illegalities and seek legal remedy.
