That may be so, but the Spanish have made no secret, for a very long time now, that they want any and all UK government presence, and all of the non-Spanish folks living in Gibraltar, no matter for how many generations now, gone. Usually the only bone that gets thrown is the vague promise that the Spanish Government would consider 'applications for Spanish residency' for some of the folks living there.

Spain ceeded Gibraltar in perpetuity to the UK in 1713 and the people living there want to stay with Britain.
