Federal agents on the U.S.-Mexico border discovered what they described as the "most sophisticated tunnel in U.S. history" dug deep below the dunes near Yuma, Arizona, and into Mexico.
Several weeks ago, federal agents working in the Sonoran Desert on the American side of the international border discovered a sinkhole between the primary border wall and the secondary wall. Immigration and Customs Enforcement's Homeland Security Investigations brought in to inspect the sinkhole said it was in line with an existing investigation into a cross-border tunnel.
On July 27, Yuma Border Patrol agents were brought in and drilled at the site. Twenty-five feet down, agents uncovered pieces of wood and water hoses, as well as a void that housed the 3 feet by 4 feet interior of the tunnel. Federal law enforcement from HSI, the agency leading the investigation, concluded the tunnel originated more than 1,300 feet south of the border at Calle 10 and Ave. Capitan Carlos G. Calles in San Luis, Mexico. It continued north into the 1300 block of the Los Olivos neighborhood of San Luis, Arizona.

The Wall could also close down these tunnels.
Just run a network of seismic sensors along it. Nothing sophisticated, but reliable.
As soon as the digging starts, a location alert to CBP.
Then they can allow the enormous expenditure of resources on an asset they can terminate very late in the game. After the millions are spent.
why would a tunnel need a water line? Is that needed to bore the tunnel in the first place?

I think it was seismic sensors that found the tunnel in the first place, since there was no US exit side.
I would argue that Mexican water is not pure enough for drinking and pure chlorinated American water for free is a bonus to the cartel.

Maybe for cooling - ie. a mist system in concert with the ventilation? More likely used while it was being dug - to spray down the active digging site and keep dust down.
