He didn’t deliver, and that’s not going to help him this November, esp in the rust belt where the rebuild infrastructure message helped him carry areas that the GOP usually loses. His message was, we need to stop spending on roads in Afghanistan and start spending on roads at home. America First.

Re the study - it’s a civil engineer’s boondoggle. Would your mechanic be happier if you went to him for oil changes every 300 miles instead of every 5000? Sure - he could certainly use the cash. Would it make any appreciable difference to the functioning of your car? No.
