The Texas State Board of Pharmacy issued a new rule that no prescriptions for hydroxychloroquine could be dispensed without a diagnosis, then changed their tune.
Dr. Ivette Lozano, who has been in medical practice for over 20 years, was shocked to learn in March that she would be required to share her patients diagnosis with the pharmacist before prescriptions for hydroxychloroquine and azithromycin would be dispensed.
On March 20, the Texas State Board of Pharmacy issued a new rule that no prescriptions for hydroxychloroquine or azithromycin could be dispensed without a diagnosis consistent with evidence for its use.
Never before have we had to turn in a diagnosis with a prescription, Lozano told The Texan. Lozano has seen about five to six patients per week for coronavirus. They see a dramatic improvement within six to eight hours, Lozano said.
Health care attorney Matt Rinaldi said doctors have called him concerned about the requirement. He said the rule does not violate HIPAA regulations because patient information can be shared for treatment purposes.
HIPAA is the bare minimum standard of privacy that patients expect, however, Rinaldi added.
The Texas State Board of Pharmacy published the rule on its website with the explanation that it was meant to prevent hoarding of the medications during the coronavirus crisis.
We had pharmacists calling early on saying that people were asking for 400 tablets on some prescriptions. The Board members gave this guidance to pharmacists, Allison Benz, executive director of the Texas State Board of Pharmacy told The Texan.

I’m sure it’s true. People were trying to hoard this for themselves and members of their family. That’s what led to the restrictions in the first place, to prevent it’s not being available for the sick.
I saw it for myself. Big group around the local pharmacy, which was closed, on the day Trump first talked about it at the presser. Talking among themselves, but when they saw me reading the sign in the window, a sign telling people to call a phone number, they dispersed, presumably because they thought I was eavesdropping (I wasn’t but when they dispersed I was suspicious!). I live in a densely populated upscale neighborhood with lots of doctors.
Any day now Dr. Zelenko will finish his study report and submit for publication.
He realizes the importance of publishing as soon as possible.

When combined with Z pac, a very few people can have heart arrhythmia. Those people can take Doxycycline instead.
The key for the cure if infected is to administer it early in the development of the disease, within the first week.Once the lungs fill , the HCQ is less effective, because the immune system actually kills the pateint in its over response.But the HCQ still worls when patients are intubated, but is less effective.
Presidnet Trump sent a message. Take the prophylaxis and open the country up. And that message struck a bulls eye.

The HCQ cat is now out of the bag and all the lefty propaganda in this world will not put it back in.

For example, you say the Lupus doctor says less than 1% have become infected with the virus. For the US population as a whole, less than 1% have been infected (actually 0.47%, https://www.corona.help/country/united-states). So that statistic is about the same as the US rate and doesn't demonstrate its effectiveness one way or another.
Now, I'm not presenting an argument against HCQ, I'm just saying for it to be most effective, it must be given with zinc and early in the development of the disease, and that is what you are saying too.
Finally I saw the same interview you link. What I noticed seeing it again was no mention of its use with zinc. I assume the Dallas doctor is using it with zinc for her to get the results she presents. The combination with zinc (and the Z-pac as necessary) is what makes it so very much effective. And, BTW, I have on my desk a copy of Doctor Zev's treatment regimen and will use it early on if infected (except for azithromycin, I'm allergic; I'll substitute another antibiotic if infected).
