There’s a clinical term for what you are observing it is called normalcy bias and the majority of people when faced with mortal danger or such adversity that their minds cannot really will not process it. They will retreat into denial and normalcy clinging to their comfort zone as long as possible to avoid facing the cold reality of the event.
The path outwards from normalcy bias follows a similar psychological path to grief. Denial,ridicule,anger,bargaining,and finally acceptance. I’m married to a head shrinker of the behavioral health care kind.

The US already has carrier conveyance contamination on its radar when it comes to bugs, as in the invasive species variety. Not sure what’s being done in terms of screening for the WuFlu type.
I am beyond irate about this fabricated panic. We have had 30 deaths from this virus in the US thus far compared to tens of thousands of deaths from the annual influenza.. 30 deaths is a Friday night in July on the southside of Chicago.
I’m not fearful. I’m shocked. Why did that basketball team bow out? If they continue and someone else gets sick... They maybe have a heart and care about people getting sick.
We have to have a healthy fear of this but not go overboard. I like Trumps attitude.

But on your original point - yes, having entered the Republic of Ireland, anybody can then freely cross the Ireland/Northern Ireland border, since this is open thanks to an entirely separate (ie non-EU) bilateral agreement between the UK and Ireland - the Good Friday Agreement.
However, one of the (many) outstanding questions still to be resolved in implementing Brexit is the nature of the customs (and possibly other) checks between Northern Ireland and the rest of the UK. There will undoubtedly be some, but the detail is still to be negotiated.
But my point is that EU residents only need to show their passport to cross from their mainland into Ireland. Their passports are not stamped, so such travel would not show when they climbed onto a plane to fly from the UK to the US.
That gives them a clear workaround.
“Why is the UK excluded?”
Two reasons:
1. The UK is doing better with their containment measures.
2. Trump is giving the UK an economic gift while putting the screws to the EU.
