Hardly. Even if true the problem for Bolton would be that what he’s alleging doesn’t even match the actual phone transcript of Trump’s call, so at worst all Bolton could say “allegedly” is that Trump gave a quid pro quo some thought, but never followed through “as per the actual phone transcripts”. Just giving it consideration without actually following through is not justification for removal from office, nor is it a crime.
