All meat eaters need to be registered. You will be allowed to eat only so much meat. More then that, then you become a burden to the new Health care system. People who eat more meat then the allotted amount will be taxed at a higher rate. Profits from cattle ranchers will be taxed at a higher rate because they are contributing to the over eaters of beef. The new health care system will give the government control of about everything you do in life under the guise of cost management.
