Doesn’t look like he walked it back to me. He just corrected the misstatement that he “did not indict” the president. He obviously doesn’t have the power to indict, only to decide if there was an indictable crime. So he is standing by his actual point, which is that he opted not to decide only because of the OLC guideline that a sitting president can’t be indicted. What’s interesting is this still directly contradicts Barr’s statement about what Mueller told him on this point. According to Barr, Mueller repeatedly said the OLC guideline was *not* the only reason he didn’t decide on obstruction.
It is of no practical difference. If I understand it he first said “The OLC would not let us indict him” and now he says “We did not really think about indicting him because of the OLC”.
