Eh, not really. By the end of WWII, Germany was pretty much done for. It would not have taken much to keep them in check. The bases were to put a check on Soviet aggressive acts, with the concurrence of the West German government.
I was stationed in Germany from 1993-97.
My German friends, over a few schnapps and Bitburgers, asked me with the Soviet Union no longer a threat, why were we still here?
I answered as you said. “To keep YOU in check.” They didn’t like to hear that! So I told them we could move all our bases to Poland. They didn’t like that, either!
