I think the advantage would go to the side with control of the nukes. If I were running things and had control of the codes, my first strike would be the obliteration of an enemy metro area while the interest and TV networks are still up. Oakland or maybe Seattle, for example.
Seattle certainly wouldn't be a loss... That place is messed up.. I think it may be the most UNAMERICAN place I've ever been... And I have been around.....
