What of it? We don't live in a kingdom or an empire. We live in a Republic. We the People are the "higher powers" of which Romans 13 speaks. Legislators, judges, governors, civil SERVANTS, soldiers, even the President, work for us.
Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.
Get this straight: in a Republic, our SERVANTS must render tribute, custom, fear, honor to We the People. You don't like it? Go live in a Monarchy (or a tyranny) ... then you can render tribute etc. to your masters.

Your argument could be used to stop the good guys in all conflicts that could hurt or kill another, including war and crime situations. After all, all rapists, suicide bombers, murders, etc. caught in the act could wind up more holy than the Pope (who’s not holy).
