For the US as a whole, yes. In Bloomberg's New York City, I think that 95% figure is probably accurate.
And the actual national figure for "minorities" (meaning blacks AND Hispanics) is higher. 2016 FBI homicide stats have blacks committing 52% of homicides, plus another 20% by Hispanics. In a "minority-majority" city like NYC, that means that minorities would account for the vast majority of homicides.
Actually hispanics in most surveys are included in the white/Caucasian category which is correct.
