How do some of these people get away from filing tax returns for 5-10-15-20+ years, before the IRS catches-up with them? Is
their return at the bottom of the delinquent pile?

Sometimes if the IRS determines the taxpayer owes no money or is due a refund, they just close it as not worth pursuing.

That said, can somebody clarify whether it is an offense at all not to file if one also does not owe any taxes. It sounds like he owed quite a bit.

It is technically illegal not to file but if you owe nothing it will usually not be prosecuted.
