Actually, that is the FIRST rational reason that I’ve seen for using cash. There were/are MANY other options for transferring money - providing that you don’t mind leaving a digital trail of where it ultimately winds up...
It’s ironic, those in government support people moving away from cash for security and efficiency etc, yet they make payments of $1,800,000,000.00 in cash to a foreign country? Cash wasn’t even necessary.
