You know you've hit rock bottom as a nation, when the basic act of determining the citizenship of the country's residents is considered controversial.

I am getting echoes of the infamous 3/5ths "compromise".

Political groups wanting extra non-voting (or what should be non-voting) people counted in the census to artificially boost their House membership.
