Thanks for posting that agreement, it needs far more national attention and discussion as being at least part of the problem here. This helps to expose why nothing was done to a kid with that kind of troubled and violent background, with 39 calls to the local police/sheriff. I think the 2 to the FBI were more FBI incompetence than anything, since he wasn't even referred to the Miami office.
