Immigrants, including the bulk of my ancestors, came to an established nation and built their own lives on its foundation.
Near as I can tell, only my lineal family (and the legendary, probably fictional Oneida-in-the-woodpile) were on the continent before 1700, and even the English among them arrived to a British colony in full operation.
