I’m not sure Vince McMahon is the guy or the XFL is the answer, but there is definitely space for another football league — due to the NFL’s own actions.

There was a time when a team of college all-stars played an annual game against an NFL team. It was finally called off as the All-Stars never won a game.

During an NFL game, there are 22 NFL quality players on the field.
During a college game, there may be one or two NFL quality players on the field.
Considering how many colleges there are with one or two NFL caliber players, and that the All-Star game was composed of, well, All-Stars, the situation might not have seemed to dire.

The All-Stars were very competitive, until the NFL refs made sure they were not.
One of the last games I saw Archie Manning was doing very well in the game.
I think they cancelled the games because they were trying to create the NFL are supermen mythology.
You might be talking about the College All Star charity game. That was a pre-season game against the current NFL champs played at Soldier Filed.
All Stars won 9 times.

I would watch that. It’s said there are
three divisions in the NFL. The NFC, AFC, and SEC.
