i believe it was a vet from Dallas who was in Vegas for an IT conference and was two floors below...said he heard everything and was continually calling 911, the front desk and other hotels but no one picked up...finally got someone to pick up and told them what he was hearing...

How many cops have extensive training for being on the receiving end of automatic weapons fire? Some may be combat vets with such experience, but, I’ll bet the % is not high.

I watched a documentary about Army guys going into valleys to scout out (i.e. serve as as bait for) well-concealed Taliban positioned on high ground. The principal means of bringing effective fire upon the Taliban was airstrikes by both fixed- wing and rotary-wing aircraft. And this was in an area where collateral damage wasn't an issue. It's just not that easy shooting at someone located with good cover on high ground while he's shooting at you.
Some French speaking blogger was mentioning that this dude was an elite liberal, as in “gun free zone except for me” Zuckerberg type, antifa rich kid type or even NFL and celebrity brat type. Because he shot from his compounded protected suite at people down below he perfectly knew could be packing and would have stopped him!!!
So halt the hypocrisy celebrity liberals, because he was one of YOURS seeking to circumvent or eliminate or defenses!

When was the last time you shot a centerfire rifle?
Most rifles are sighted in at 100 yards, but they are sighted in for 200 to 250 yards, by making the point of impact 2.5" to 3" high at 100 yards. One can hold dead on out to 300+ yards with that sighting.
Shots over ~300 yards are easier to make with a keyboard than a rifle, but require some hold over for that sighting.

Myopic view on my part... have been a police officer for 26 years now... since we replaced our shotguns with rifles years ago... it has been hammered into us that they are sighted into point of aim point of impact at 100 yards. We never and I mean never train over that distance... and I work in an urban environment... so much past that is difficult at best... apologize for the tunnel vision there...

Must be why, from days of old, that the high ground is the best place to be in a battle.
The guys I hunt and shoot with are all pretty experienced at intermediate range shots 50 to 350 yards. Whenever a new guy joins us he usually does the same thing -- sights in at 100 yards, and is not ready for any shots over 150 yards or so.
If you look at a drop table you see the huge advantage of allowing a slight mid-trajectory rise.
