It is China's natural inclination to do as little as possible if they are left alone. He needs to go ahead with his plans despite whatever China promised to do and keep up the pressure on China. Then China will finally get the message and be seriously on board.

If not, they face economic hardship and U.S. military attacks on their doorstep.

China’s banking institutions are very large and linked to other banks....China has told ‘ALL OF THEM’ they do business with has to stop with N.Korea.
